We really need to switch to something like at-large representatives and random, non-geographic assignment of representatives to the constituents. That should eliminate the gerrymandering problem as well as cut down on at least some pork (if multiple representatives have constituents in the same geographic region, presumably more-rational decisions could be made about resource allocation).
Gerrymandering being possible at all is an absolute failure of American democracy. Making it illegal is not enough since it never seems to be enforced, it needs to be impossible
